Barton Parish Councillors hope this site will provide a useful link between the Parish Council and the Barton community we serve by:

1. Informing residents about the role and responsibilities of the Parish Council, including information about meetings, agendas, minutes, and reports
2. Notifying the residents of Barton about issues from Lancashire County Council, Preston City Council and other local individuals or national bodies that might affect the village
3. Encouraging two-way communication with residents on matters that require a village response and promoting an involvement with your community through shared ownership of issues and their solutions

About Your Council

Barton Parish Council employs a Clerk and Responsible Financial Officer (RFO) who is responsible for all the administrative work associated with the day to day running of the Parish Council.

There are six local people who serve as Councillors on the Parish Council and give their time voluntarily. Elections to serve as a Parish Councillor are every four years unless there is a resignation when a casual vacancy will be advertised on the website and on the Parish Council notice board.

Meetings are held up to 5 times a year (dates can be found on the meeting dates page) and are usually held at Barton Village Hall. All meetings are open to the public and there is a period of time put aside at the beginning of each meeting for a period of public discussion where members of the public are able to express their views or ask questions.

The Role of Your Parish Council

To maintain and improve the quality of rural life in the parish for the benefit of all residents, whilst improving amenities whenever appropriate and within budget. Conduct affairs according to the recommended codes of practice and ruling legislation, ensure accounts are appropriately managed and audited in a timely manner, be a statutory consultee on all planning applications within our parish and adjoining parishes where requested.

To maintain and improve public areas in partnership with our parish lengthsman service, to preserve our heritage, to be actively involved in environmental projects where possible, enhancement, and preservation of our parish. To work with local clubs/organisations, to liaise with Preston City Council, Wyre Council and Lancashire County Council to continue a good working relationship. We also have a key role to play in working with parishioners on the formation of a neighbourhood plan for Barton.
